David Rose is a Democratic challenger for incumbent libertarian Tom Ploszaj, running on the Republican ticket.

Mr. Rose is a software engineer and principal at Proviss Innovations, a developer of software for wholesale distributors and manufacturers.  He has a degree in business and computer science from Franklin Pierce University.   He and his spouse live in New Hampton, and have two sons.

Information for Mr. Rose is limited. He has attended one Democratic meet & greet event, but has no campaign website.  He has not yet responded to the Citizens for Belknap questionnaire, but did respond to the statewide Citizens Count survey.

Among his positions include opposition to the so-called “Education Freedom Accounts,” which he says benefits wealthy Granite Staters.  “This favors the rich, especially using the current qualifying guidelines. So as not to create a sudden burden on lower income recipients, a temporary continuation of this program with an income cap of 150% of the poverty rate may be acceptable."

He opposes broad based sales and income taxes, but also opposes lowering business taxes, which saw decreases under Gov. Chris Sununu.

On housing, a key issue in Belknap County, he responded to the Citizens Count survey’s question:  “Should the state do more to encourage municipalities to remove zoning barriers to housing development?”   His answer was, “Yes, and possibly give some sort of credit to

municipalities that successfully do so. What better way to address the housing crisis."

We are awaiting Mr. Rose’s Citizens for Belknap questionnaire, where hopefully he will educate us on his Belknap County positions on the county budget, infrastructure, housing and opioids, the Laconia State School, and his positions on Gunstock.

Our initial impression is that Mr. Rose is not an extreme candidate, but we’re anxious to find out more.
