2026 Update​

Ms. Freeman has so far not submitted her 2026 questionnaire on county issues, likely due to the boycott directed by the Belknap County Republican Committee leadership,  but did partially answer her Citizens Count survey.

She resides in Tilton, and is a Geriatric Occupational Therapist.  She is running for her 2nd term in District 8, but had served as a state representative while in Manchester for one term.

​

As you'll note below, Ms. Freeman is a libertarian cloaked as a Republican.  Her current rating by the NH Liberty Alliance is "A", and has an A- rating from the fringe Rebuild NH.

In the recent term, she was a co-sponsor of HB 1105, a bill which would have made Belknap County elected offices 4 year terms rather than the current 2 years.   Despite being a Belknap-only bill in the legislature, the Delegation held no hearings on this bill in the county, and did not communicate this adequately.   Citizens for Belknap contacted members of the NH House to kill this bill.  Senator Tim Lang attempted to put the contents of the bill into another as a "non-germane amendment."  That bill, too, was killed.

We had though Ms. Freeman might be more supportive of education, having served on the school board in Manchester.  She supported three of the big education bills, including HB1815, which changed the rules for the percentage of funding the state could provide to school districts;  HB 751, sponsored by Sen. Tim Lang, which allowed families to choose their public school and take their funding with them;  and HB1300 which allows ballot measures to vote  on tax caps for school funding in 2026 and 2028.

Ms. Freeman also supported the cuts to outside agencies in the Belknap County budget, including from Community Action Partnership, provider of  Meals on Wheels for Seniors and support programs for families.  Cut by 50% were the UNH Cooperative Extension and the Belknap County Conservation District, both of which run programs for agriculture and ground water runoff prevention.  UNH also runs the Belknap County Fair, 4H programs, travel and tourism consulting, gardening programs, forest and lumber education, and many other programs.   Some of these programs have been cut back in Belknap County as a result.

​2024 Information

Ms. Lisa Freeman is a conservative libertarian and previous one-term state representative for the floterial NH District 43 for Manchester and Wards 4, 5, 6, 7 in 2016-2018.  She served on the Election Law Committee, and In 2018, she had a B+ rating by the NH Liberty Alliance, just 8 reps below extremist Norm Silber.    That same year, Glen Aldrich and Michael Silvia both got an A+ - as extreme as you can get.

 

Before moving to Tilton in 2022, she was also a member of the Manchester School board, but lost the seat in 2019.  She ran again for House in 2021, but withdrew her candidacy when she moved out-of-district.  In August of 2022, she purchased a home in Tilton.  Only months later, she ran for Tilton Selectboard and placed 4th among four candidates in 2023.

While her views on public education are more moderate for a Republican at that time, she later supported the SB 193 Education Freedom Savings Account, which was estimated at the time to have cost the Manchester School District $430,000 for every 1% of students who chose the voucher system.   Much of the legislation she previous sponsored as a rep was related to charter schools and control of local school boards.

 

Her views on other issues are more fringe, including baseless accusations that absentee voting is subject to widespread voter fraud.   She supported SB 3, a voter suppression bill aimed at college students, which was later ruled unconstitutional.  

 

In 2018 her position on Citizens Count’s website as to whether the state should take steps to alleviate the affordable housing crisis, critical in Belknap County, was, “New Hampshire government does not need to do more to increase the supply of affordable housing."

Ms. Freeman has not responded to the Citizens for Belknap questionnaire, nor does she have a current website.  She has not done the typical introduction letter in the Laconia Daily Sun, and as far as we can tell, has otherwise communicated little to the community.  

 

Given this lack of effort, her short tenure in the community, and her libertarian record,, Citizens for Belknap does not recommend her.
